Not the same person, but I don't see how that isn't the case to some extent. Marisa's character is more about her being mundane (to the point it's in her title) and then shining out otherwise with a showy attitude.
Granted, there are individual little extras thrown into her look to make her more then black robes, pointy hat and broom, but it's all there aiming for the traditional witch look. Reimu on the other hand has a very unconventional shrine maiden outfit, she started out like a more traditional shrine maiden in the PC-98 games but clearly moved into the windows game with a fairly unique look.
I mean, take cosplayers. You can cosplay a witch from various fictions and without the white apron and blond hair you could mix up Marisa with another character. With Reimu she's instantly recognisable as the flagship character of the Touhou series, the sleeves, the red bow and ribbons in her hair, the stark red on white.
Sure, if we take them down to their core descriptions, a witch and a shrine maiden they aren't very original, but part of what drives people to like Reimu is her look and the odd armpit service she's got going on.
